Welfare
Welfare Applications are available outside of the City Hall building. Park in the 15 minute parking area and look directly at the building. Applications can be picked up day or night or you may use the fillable application however, the fillable application must be printed. I need original signatures on the documents. You can find the fillable application below.
Required Documentation -
You must bring all applicable information listed below to your appointment. Incomplete applications and/or insufficient documentation may delay assistance.
Application - Must be completely filled out. If the question does not apply to you, leave blank. If you have questions about the application or documentation, please call 603-527-1267 prior to scheduling an appointment.
Proof of identification for all household members - Acceptable forms of identification - driver's license, non-driver license, birth certificate and/or social security card for each member of the household.
Proof of residency - Rental/lease agreement, rent receipts, a statement from the person with whom you are residing and/or a completed landlord form.
Proof of income and benefits from any source for all household members for the past 30 days - Income and benefits include; Temporary Assistance Needy Families (TANF), Families Assistance Program (FAP), assistance from relatives, Supplemental Nutrition Assistance Program (SNAP), child support, Social Security (SSI/SSDI/Retirement), Unemployment Compensation, Worker's Compensation, Veteran's Affairs (VA), tax refunds, cash gifts, inheritance monies, the past 4 weeks of current paystubs. If self-employed, a Profit/Loss statement is required, along with the most recent income tax return.
Proof of Expenses - Rent, utilities, child care, medical, support payments, food or any other receipts that were paid.
Proof of all cash resources for all household members - Current checking and/or savings account statements from your bank or credit union, cash on hand
Proof of any programs you have applied to - Aid to the Permanently/Totally Disabled (APTD), TANF, SNAP, WIC, Unemployment, Social Security, Medicaid/Medicare, VA benefits, Fuel Assistance, Electrical Assistance, Workers' Compensation, Housing (HUD)
Doctor's Statement is required if anyone in the household is unable to work- The statement needs to be on the physician's letterhead, within the last 30 days and must include the nature and extent of the disability, as well as any work limitations.
Eviction paperwork (If Applicable)
Completed Landlord Form and W-9 - Must be completed by the landlord.

Welfare Mission
Our mission is to provide interim assistance with basic needs for those who do not have the resources to meet these needs and encourage community involvement in addressing issues to help break the circle of poverty.
Welfare Funding
Local welfare offices are funded primarily by property taxes. Every city and town in New Hampshire has someone appointed or elected to administer local welfare. If you need assistance, you would apply in the city or town where you reside unless you find yourself in an emergency situation in another community. You would then contact the local welfare office in that community.
Emergency Assistance
We provide interim, emergency assistance with basic needs for those unable to provide for themselves. Basic needs include:
- Shelter
- Medications
- Food
- Rental Assistance
- Utilities - electric, heat, etc.
Assistance is issued in the form of vouchers for these items paid directly to a vendor. We will also refer you to other programs that will help you to meet these basic needs.
Work Opportunities
Any recipient of general assistance who is able and not gainfully employed may be required to work for the City or an appropriate local human service agency at any any available bona fide job that is within his/her capacity (RSA 165:31) for the purpose of reimbursement of benefits received.
Department of Health & Human Services
We are sometimes confused with the New Hampshire Department of Health and Human Services. We do not issue food stamps, Medicaid or cash assistance. The New Hampshire Department of Health and Human Services administers these programs. They can be reached at 603-524-4485.
